أعلنت سفن إكس (7X)، المجموعة القابضة الاستثمارية في قطاعات التجارة والنقل والخدمات اللوجستية، عن اعتماد مجلس إدارتها قراراً بتعيين طارق أحمد الواحدي رئيساً تنفيذياً جديداً للمجموعة، وتأتي هذه الخطوة في إطار التغييرات التي تشهدها سفن إكس وشركاتها التابعة على مستوى العمليات التنظيمية والتشغيلية بهدف تعزيز مكانتها الرائدة على المستويين المحلي والدولي، وتسريع وتيرة النمو والابتكار في قطاعات التجارة والنقل والخدمات اللوجستية.
ويمتلك الواحدي خبرة تمتد لأكثر من عقدين في مجالات الخدمات اللوجستية، وحلول التوصيل السريع، والاستثمارات، والتكنولوجيا الزراعية والغذائية، ورأس المال الاستثماري. وشغل منصب المدير العام لشركة إي أم أكس، حيث قاد عمليات التوسع الاستراتيجي للشركة ورسّخ مكانتها كمزوّد رائد للحلول اللوجستية في المنطقة. كما تولى مناصب قيادية في قطاعات مختلفة، ونجح في تطوير استراتيجيات التحول، وقيادة عمليات الاندماج والاستحواذ، واستقطاب الاستثمارات الأجنبية المباشرة، مما يؤهله لتولي قيادة سفن إكس ودفعها نحو آفاق جديدة من النمو والتطور.

وتُعد منصة "وين"، من "سفن إكس" (7X)، المنصة الوحيدة في الدولة المصممة خصيصًا لتوفير الخدمات البريدية الرقمية ودعم التواصل الموثوق بين الجهات الحكومية والقطاع الخاص والأفراد من خلال تخصيص عنوان رقمي إماراتي دائم مرتبط بعناوينهم الفعلية، وموثَق بهويتهم الوطنية أو السجل الاقتصادي الوطني. وتضمن منصة "وين" تلقي الطرود والرسائل والمستندات والفواتير من المرسلين المعتمدين، مما يمنع التهديدات الإلكترونية، كما تتيح للمستخدمين إدارة فعّالة وآمنة للفواتير والمدفوعات، بالإضافة إلى ميزة الأرشيف الرقمي الآمن والمنظم وخيار مشاركة العناوين وتفضيلات التسليم وطرق الدفع لضمان دقة المعاملات.

Through “Wayn” platform, ADX and its listed companies and investors can benefit from the strengthened cybersecurity protection in facilitating document transfer and more efficient management of private and material correspondences. 

The ‘Wayn’ platform, launched by 7X, is the UAE's only dedicated digital P.O. Box platform, offering a seamless, secure, and innovative approach to postal services. Designed to support secure communication between government entities, private sector organisations, and individuals, ‘Wayn’ provides users with a permanent digital address directly linked to their verified national ID or National Economic Register (NER) data. ‘Wayn’ ensures the secure receipt of shipments, letters, documents, and eBills exclusively from official and verified senders, mitigating risks like phishing and cyber fraud. أعلنت سفن إكس (7X)، المجموعة الرائدة في قطاعات التجارة والنقل والخدمات اللوجستية، عن الإطلاق الرسمي لمنصة «وصلة للبريد»، أول سوق رقمي عالمي يجمع الشبكات البريدية ضمن شبكة موحدة. وجاء الإعلان على هامش انعقاد الدورة الثامنة والعشرين لمؤتمر الاتحاد البريدي العالمي – دبي 2025، في خطوة استراتيجية تعيد رسم ملامح قطاع البريد العالمي وتمكّن التجارة الإلكترونية عبر منصة متكاملة ستربط المشغّلين وتعزز تكامل خدماتهم.
وسيوفّر «وصلة للبريد» قنواتٍ رقمية متكاملة لتسويق الخدمات وتجميع الشحنات وزيادة الطلب العابر للحدود، بما يمكّن المشغّلين التقليديين أو ذوي العمليات المحدودة من دخول المنظومة الرقمية العالمية وتقديم خدماتهم عبر واجهة موحدة للحجز والمتابعة الإلكترونية، ويتيح للشبكات الكبرى استقطاب تدفقات جديدة وتعظيم إيراداتها. كما سترتكز المنصة على أطر الاتحاد البريدي العالمي والاتفاقيات الثنائية القائمة، ما يحوّل واقع القطاع من تجزئة إلى تكامل، ويعزز مكانة البريد كبنية تحتية حيوية تدعم الاقتصاد الرقمي.

وستسهم المنصة في إتاحة وصول عادل إلى التجارة العالمية، حيث تمكّن الشركات الصغيرة والمتوسطة والبائعين الأفراد من الشحن العابر للحدود بشفافية وبتكاليف تنافسية، وتمنح متاجر التجارة الإلكترونية والمنصات الرقمية وصولاً مرناً وواسع النطاق إلى الشبكات البريدية لإدارة عمليات التنفيذ والدفع والإرجاع بكفاءة عالية.

وبفضل الكفاءة الكربونية المميزة للشبكات البريدية، ستقدّم «وصلة للبريد» للحكومات والجهات التنظيمية بديلاً مستداماً وقابلاً للتوسع عن تدفقات الشحن المجزأة، بما يعزز مكانة البريد كخيار صديق للبيئة ويتماشى مع أهداف الاستدامة العالمية التي يرسخها الاتحاد البريدي العالمي.

7X, the UAE’s leading trade, transport, and logistics holding group, has launched ‘Waslah Post’, the world’s first digital marketplace aggregating postal operators. Announced at the 28th Universal Postal Congress – Dubai 2025, Waslah Post represents a strategic leap forward, partnering postal networks worldwide and enabling e-commerce growth through a borderless, digitally connected platform.
By providing digital sales channels, aggregated volumes, and access to cross-border demand, Waslah Post shall transform the role of postal operator, allowing offline or fragmented operators to become discoverable and “digitally bookable,” while larger networks capture new inbound revenue streams and volume growth. Built on Universal Postal Union (UPU) frameworks and existing bilateral agreements, the platform intends to complement and enhance the postal ecosystem, turning fragmentation into federation and reinforcing posts as critical infrastructure in the digital economy.

By connecting posts into a unified marketplace, Waslah Post will democratise access to global trade. Leveraging the inherent carbon efficiency of postal networks, Waslah Post will provide governments and regulators with a scalable, inclusive, and sustainable alternative to fragmented courier flows. It positions postal operators as the green choice in cross-border logistics, directly aligned with UPU’s sustainability mandate.

وجمعت القمة نخبة من القادة وصناع السياسات، ومن بينهم الوزراء والرؤساء التنفيذيين من حول العالم، لمناقشة سُبل تعزيز الابتكار عبر التعاون الاستراتيجي، وتوحيد الأطر التنظيمية، وتحسين الأداء التشغيلي ضمن المنظومة البريدية العالمية.
وقاد طارق الواحدي ورونالدو مشحور، نائب رئيس شركة "أمازون" في منطقة الشرق الأوسط وأفريقيا وتركيا، الحوار الثنائي الأول، حيث استعرضا تجربة تعاونهما الأخيرة ضمن مبادرة التوصيل المحلي فائق السرعة. وتعتمد هذه الشراكة الاستراتيجية على استخدام "أمازون" لشبكة المتاجر المظلمة التابعة لشركة "إي أم أكس"، الذراع اللوجستية لسفن إكس، كمراكز إنجاز للطلبات، بما يسهم في تسريع وتسهيل تسليم المنتجات عالية الطلب، إلى جانب مساهمتهما المشتركة في جلسات وتقرير "المسرّعات المستقلة لدولة الإمارات العربية المتحدة للتغيُّر المناخي"، عن مشهد المركبات الكهربائية التجارية في الدولة.
كما شارك نخبة من كبار القادة في القطاع من غينيا والبرازيل والولايات المتحدة ومنغوليا، إلى جانب المؤسسة الدولية للبريد، في مناقشات القمة، حيث قدموا خطوات عملية لتحقيق الرؤية المستقبلية لقطاع الخدمات البريدية. كما تم الكشف عن رؤى مهمة حول إعادة توظيف البنية التحتية البريدية لدعم التجارة الإلكترونية، وتعزيز الشمول المالي، وتحقيق التنمية العادلة.
اختتمت القمة بدعوة إلى العمل من قبل ماريان أوسفالد، نائب المدير العام للاتحاد البريدي العالمي، ومحمد خالد بن سلمان، المدير التنفيذي لإدارة التراخيص - لجنة تنظيم قطاع البريد في دولة الإمارات، حاثين جميع أصحاب المصلحة على المساهمة في تحويل الشبكات البريدية إلى منصات مرنة وقابلة للتشغيل المتكامل، تخدم الطموحات العالمية والمجتمعات المحلية على حد سواء.
علاوة على ذلك، قدّم قادة من إسبانيا والصين والهند والنمسا وعمان رؤى مهمة حول إمكانيات التقنيات الناشئة، بما في ذلك الذكاء الاصطناعي وتحليل البيانات الضخمة وتعلّم الآلة، في إعادة صياغة العمليات البريدية وتعزيز تجربة المتعاملين. كما استعرض المتحدثون البارزون التحديات طويلة الأمد والدور المتطور للقطاع في عالم يتبنى نهج الرقمية أولاً.

The Universal Postal Union (UPU) held its Global Leaders Summit 2025 today in Dubai, convening postal, logistics and commerce leaders from across the globe to set the course for the sector’s next chapter.  Held on the sidelines of the 28th Universal Postal Congress – Dubai 2025, the summit featured dynamic sessions on innovation, collaboration and transformation. 
During the summit’s opening ceremony, welcome remarks were delivered by Masahiko Metoki, Director General of UPU, and Tariq Al Wahedi, Congress Chair and Group CEO of 7X, who emphasised the UAE’s leading position as a global logistics hub and a catalyst for public–private innovation.
Visionary leaders, such as ministers, CEOs, and heads of regulators from around the world came together to explore how strategic collaboration can spark innovation, harmonise regulatory frameworks, and enhance operational performance across the postal ecosystem.
Tariq Al Wahedi and Ronaldo Mouchawar, Vice President of Amazon Middle East, Africa, and Turkey, led the first duet dialogue, during which they reflected on their recent collaboration for a hyperlocal delivery initiative. Under this strategic partnership, Amazon UAE leverages the Dark Stores of EMX,7X’s logistics arm, as fulfilment hubs to streamline and catalyse the delivery of high-demand products, in addition to their mutual contribution in the UAE Independent Climate Change Accelerators (UICCA) hackathon and the report on UAE commercial electric vehicles landscape.
Senior leaders from Guinea, Brazil, the United States, Mongolia and the International Post Corporation also participated in the summit discussions, outlining actionable steps to realise the vision of the future postal sector. Significant insights on repurposing postal infrastructure to support eCommerce, financial inclusion and equitable development, were also unveiled.
The summit concluded with a call to action by Marjan Osvald, Deputy Director General of UPU, and Mohamed Khalid Bin Sulaiman, Chief Licensing Officer - Postal Sector Regulatory Committee at the UAE, urging relevant stakeholders to do their part in transforming postal networks into agile, interoperable platforms that serve both global ambitions and local communities. 
Furthermore, leaders from Spain, China, India, Austria, and Oman shared key insights on the potential of emerging technologies like AI, big data, and machine learning in redefining postal operations and customer engagement. Distinguished speakers also explored long-term disruptions and the sector’s evolving role in a digital-first world.

برعاية صاحب السموّ الشيخ محمد بن راشد آل مكتوم، نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي، رعاه الله، شهد سموّ الشيخ أحمد بن محمد بن راشد آل مكتوم، النائب الثاني لحاكم دبي انطلاق أعمال مؤتمر الاتحاد البريدي العالمي في دورته الثامنة والعشرين، تحت شعار "قيادة التغيير لصناعة المستقبل"، بمشاركة عدد من الوزراء وكبار المسؤولين ممثلين عن 192 دولة.
ويستمر المؤتمر، الذي تستضيفه دولة الإمارات العربية المتحدة وتُعقد أعماله في مركز دبي التجاري العالمي، حتى 19 سبتمبر الجاري، بتنظيم مشترك بين الاتحاد البريدي العالمي وسفن إكس (7X)، الممثل الرسمي لعضوية دولة الإمارات في الاتحاد العالمي.
كما زار سموّ الشيخ أحمد بن محمد بن راشد آل مكتوم جناح دولة الإمارات في المعرض المصاحب للمؤتمر، حيث اطّلع على المتحف البريدي الذي يروي جوانب من مسيرة الدولة من خلال المراسلات اليدوية والطوابع الورقية وصولاً إلى المنظومة البريدية الذكية، بالإضافة إلى مساحة خصصها الجناح لأحدث ابتكارات شركات التكنولوجيا ومزودي الخدمات اللوجستية وشركات التجارة الإلكترونية وغيرهم، إلى جانب معرض لهواة جمع الطوابع.
واستمع سموّه خلال الزيارة إلى شرح حول ما سيشهده الجناح من فعاليات خلال فترة انعقاد الحدث، حيث سيتم توقيع عدد من الاتفاقيات ومذكرات التفاهم بين جهات حكومية وخاصة على المستويين المحلي والدولي، إلى جانب سلسلة من الفعاليات المقامة على هامش المؤتمر.
وقام سموّ الشيخ أحمد بن محمد بن راشد آل مكتوم بالتوقيع على الإصدار الأول لمجموعة الطوابع الرسمية الصادرة احتفاءً باستضافة دولة الإمارات للمؤتمر، حيث جسّد هذا الإصدار مكانة الدولة كمركز عالمي رائد للخدمات البريدية واللوجستية، مؤكداً التزامها بترسيخ مقومات التحوّل الرقمي من خلال توظيف أحدث التقنيات وتمكين حلول التجارة الإلكترونية والخدمات الذكية. 
أجندة مكثفة 
وكانت فعاليات المؤتمر قد انطلقت ضمن جلسة تحدث فيها سعادة بدر سليم سلطان العلماء، الرئيس الفخري للمؤتمر ورئيس مجلس إدارة سفن إكس (7X)، بحضور عدد من الوزراء والسفراء وكبار المسؤولين من دولة الإمارات والدول الأعضاء في الاتحاد، حيث شهدت الجلسة انتخاب طارق أحمد الواحدي، الرئيس التنفيذي لسفن إكس (7X)، رئيساً للدورة الحالية من المؤتمر، ليقود أعماله ويُشرف على جلساته ومداولاته وفق النظام الأساسي ولوائحه الإجرائية.
كما شهد اليوم الأول من الحدث اعتماد جدول الأعمال وبرنامج العمل وتثبيت هيئات المؤتمر المختصة، تمهيدًا لبدء نقاشات تفصيلية حول الملفات المطروحة للدورة الحالية، وفي مقدمتها الاستراتيجية العامة والمشاريع التشغيلية حول العالم.
وقد تجاوز عدد المسؤولين المشاركين في أول أيام المؤتمر 2,200 مشارك - سواء بالحضور الشخصي أو بالمشاركة عبر المنصات الرقمية - وهو ما يعكس الاهتمام العالمي بالمؤتمر وكفاءة البنية التحتية الرقمية في دولة الإمارات وقدرتها على تنظيم فعاليات عالمية المستوى تراعي تنوع المشاركين وتسهل مشاركتهم عبر أدوات ذكية متقدمة.
رؤى مشتركة 
وانعقدت على هامش أعمال المؤتمر "قمة القادة العالميين للاتحاد البريدي العالمي"، التي جمعت وزراء ورؤساء جهات تنظيمية ومديري عموم المؤسسات البريدية وقادة القطاع اللوجستي لمناقشة وصياغة رؤى مشتركة حول مستقبل الخدمات البريدية واللوجستية.
وفي هذا الصدد، قال سعادة بدر سليم سلطان العلماء: "يعد المؤتمر البريدي العالمي الثامن والعشرون فرصةً مثالية لصياغة مستقبل المنظومة البريدية وضمان تطورها ومواكبتها لمتغيرات العصر من خلال توحيد الجهود وتعزيز الشراكات مع القطاعين العام والخاص. ونؤكد اليوم في دولة الإمارات التزامنا التام بالعمل مع شركائنا في الدول الأعضاء لاعتماد قراراتٍ تُسهم في تسريع التحول الرقمي وتعزيز الاستدامة وتحقيق التكامل التشغيلي واللوجستي والرقمي بما يرسخ منظومة بريدية متكاملة ويضفي أثرًا عالميًا مستدامًا ونافعاً للأجيال القادمة".
من جانبه، قال ماساهيكو ميتوكي، المدير العام للاتحاد البريدي العالمي: "المؤتمر هو فرصتنا لضمان متانة كل حلقة من الحلقات التي تربط شبكتنا. إنه فرصتنا لإثبات أننا، على الرغم من أي اختلافات في الآراء أو المصالح، قادرون على إيجاد حلول مشتركة، بغض النظر عن مناطقنا أو مستوى تنميتنا أو نموذج أعمالنا. إنه فرصتنا للعمل معًا لتحقيق الفائدة للجميع وذلك استنادا إلى المبدأين اللذين طالما جعلا مجتمعنا البريدي والاتحاد البريدي العالمي فريدين على مدى أكثر من 150 عامًا: التضامن والعالمية.".
بوصلة العمل  
وسيُتوَّج المؤتمر باعتماد الاستراتيجية الجديدة للاتحاد للفترة ما بين 2026–2029 التي ستحمل اسم "استراتيجية دبي" تقديراً للإمارة على استضافتها المؤتمر، على أن تتضمّن محاور للارتقاء بجودة الخدمة، وتعزيز الخدمات، وتسريع التحول الرقمي، ودعم الاستدامة في القطاع، إلى جانب تحديث قواعد تبادل الخدمات البريدية والمنهجيات المالية. كما سيُنتخب خلال أيام المؤتمر المدير العام للاتحاد ونائب المدير العام للدورة المقبلة، إضافة إلى أعضاء مجلس الإدارة ومجلس العمليات البريدية.
ومن المرتقب أن تُسفر المداولات عن حزمةٍ من القرارات والتوصيات تشمل تحديث المنتجات البريدية وآليات الرسوم وفق نظامٍ تكامليّ حديث، وتحسين معايير الجودة والتكامل التشغيلي بين المشغّلين البريديين وشركاء المنظومة الأوسع من مزودي الخدمات اللوجستية، إلى جانب تعزيز التكامل المالي عبر الخدمات المالية البريدية، ودعم مبادرات الاستدامة والانتقال لمصادر الطاقة النظيفة، وتعزيز الأمن السيبراني وحماية البيانات ضمن الشبكة البريدية العالمية.
تسريع التحوّل الرقمي 
وبدوره قال طارق الواحدي: "نهدف إلى تسريع التحول الرقمي في المنظومة البريدية العالمية من خلال ثلاث ركائز رئيسية تشمل تطبيق حوكمةٌ رقميةٌ حديثة تُوَحِّد معايير البيانات وتُيسِّر التشغيل المتكامل وتضمن حماية الخصوصية وتعزز الأمن السيبراني، ودعم تطوير بنية تحتية ذكية تستند إلى التحليلات المتقدمة والأتمتة والذكاء الاصطناعي لرفع جودة الخدمة وخفض التكاليف وتسريع وتيرة الابتكار، وتمكين الدول الأعضاء من خلال شراكات فاعلة تضمن شمولية الخدمات واتساع نطاقها."
وأضاف: "سنعمل، بتعاون وثيق مع وفود الدول والهيئات الشريكة والقطاع الخاص، على تحديث قواعد التبادل وآليات الرسوم والتعويض، وتعزيز تكامل الخدمات المالية البريدية، ودعم الانتقال نحو الطاقة الخضراء وحلول المناخ، وتمكين التجارة الإلكترونية بشراكات دولية موثوقة ومتكاملة بما يدعم الشركات بمختلف فئاتها، لاسيما الصغيرة والمتوسطة. هدفنا أن تخرج هذه الدورة بحزمة قراراتٍ واقعية تُحَسِّن تجربة المتعامل، وتعزز كفاءة الشبكات البريدية، وتُحَوِّل الابتكار من مبادراتٍ متفرقة إلى منظومةٍ مستدامة تُواكب تغيّر متطلبات الأفراد والشركات، وتضع الاتحاد على مسارٍ واضحٍ نحو دورةٍ جديدة من النمو والتأثير العالمي.."
وتأتي استضافة دولة الإمارات لهذا التجمع الدولي من صُنّاع القرار والخبراء تأكيداُ لالتزامها الراسخ بدعم المنظومة البريدية العالمية والقطاع اللوجستي وكشريك موثوق يضع مصلحة الإنسان في قلب جهود التنمية، ويستثمر في المعرفة والتقنيات المتقدمة لصياغة مستقبل أكثر ازدهاراً وتكاملاً واستدامة.
يُذكر أن الاتحاد البريدي العالمي تأسس في العام 1874، وهو وكالة متخصصة تابعة للأمم المتحدة ومسؤولة عن تنظيم شؤون قطاع البريد، ويُعد المنصة الأساسية للتعاون بين الجهات الفاعلة في القطاع البريدي. يضطلع الاتحاد بدور استشاري وتنسيقي باعتباره الوسيط المسؤول عن تقديم الدعم الفني عند الحاجة، وهو الجهة المخولة بوضع القواعد الناظمة للتبادل البريدي الدولي، وإصدار التوصيات الهادفة إلى تعزيز نمو خدمات الرسائل والطرود والخدمات المالية، وتحسين جودة الخدمات المقدمة للمتعاملين.

Under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai, attended the launch of the 28th Universal Postal Congress, held under the theme ‘Leading Change, Creating the Future’. Running until 19 September, 2025, the Congress brings together high-level delegations from the 192 member countries of the Universal Postal Union (UPU). The event is co-organised by the UPU and 7X, the UAE’s official representative to the Union.
HH Sheikh Ahmed bin Mohammed toured the UAE Pavilion at the event, which features a postal museum showcasing the country’s evolution from handwritten correspondence and traditional stamps to today’s advanced digital postal system. The Pavilion also highlights cutting-edge innovations from technology companies, logistics providers, and e-commerce players, alongside a dedicated space for stamp collectors. Over the course of the Congress, it will serve as a hub for signing agreements between public and private entities at both local and international levels and will host a series of events organised by participating delegations on the sidelines of the Congress.
The UAE’s growing role in the sector
During the visit, HH Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum signed the first edition of the official stamp released to mark the UAE’s hosting of the Congress. This issuance reflects the UAE’s prominent role as a global hub for postal and logistics services, while reaffirming its commitment to driving digital transformation by embracing cutting-edge technologies and enabling e-commerce solutions and smart services. 
The opening session was led by His Excellency Badr Al-Olama, Honorary Chair of the Congress and Chairman of 7X, in the presence of ministers, ambassadors, and senior officials from the UAE and UPU member countries. During the session, participants elected Tariq Ahmed Al Wahedi, Group CEO of 7X, as Chair of the 28th Congress, entrusting him with guiding the event’s proceedings and overseeing sessions and deliberations in accordance with the Union’s constitution and procedural rules. The first day saw the approval of the agenda and work programme, along with the confirmation of specialised Congress bodies, laying the foundation for in-depth discussions on key topics, including the general strategy and operational development projects worldwide.
The opening day recorded an exceptional turnout, with over 2,200 participants attending in person and joining virtually. The strong engagement highlights not only the global importance of the Congress, but also the UAE’s ability to deliver a seamless hybrid experience that promotes inclusivity and broad digital participation. 
The event’s programme also featured the ‘UPU Global Leaders Summit,’ which convened ministers, heads of regulatory authorities, leaders of national postal institutions, and logistics leaders to exchange ideas and develop joint insights to shape a shared vision for the future of postal and logistics services.
HE Badr Al-Olama said: “The 28th Universal Postal Congress is an opportunity to set the tone for the next era of universal postal services, and to ensure that the sector remains relevant and responsive to twenty-first century realities. The UAE commitment to the success of this Congress is driven by a spirit of consensus-building and partnership, anchored in service and driven by action, so that the progress we set in motion today resonates across regions and generations.”
Masahiko Metoki, Director General of the Universal Postal Union, said, “This Congress is our opportunity to ensure that every link in our network is strong. It is our opportunity to demonstrate that, despite any differences in views or interests, we are able to build common solutions, regardless of our region, level of development or business model. It is our opportunity to work collectively for the benefit of all, to build on what has always made our postal community and the UPU so unique for more than the last 150 years: solidarity and universality.”
The “Dubai Strategy”: Roadmap for the next cycle
The 28th Universal Postal Congress will adopt the UPU’s new strategy for 2026-2029, which will be known as the ‘Dubai Strategy’ in recognition of the host city. This forward-looking roadmap is built on four key pillars - advancing service quality, promoting inclusivity, accelerating digital transformation, and supporting sustainability across the sector. It will also introduce updates to postal exchange regulations and remuneration frameworks. In the days ahead, the Congress will also elect the UPU’s Director General and Deputy Director General for the next cycle, alongside new members for the Council of Administration and the Postal Operations Council.
Deliberations are expected to result in a comprehensive suite of decisions and recommendations, including the updating of postal products as well as remuneration and fee mechanisms under a modern integrated system. This suite will further enhance quality standards and operational integration between postal operators and wider ecosystem partners of logistics service providers. The outcomes will also expand financial inclusion through postal financial services, advance sustainability and clean energy adoption, and reinforce cybersecurity and data protection across the global postal network.
Tariq Ahmed Al Wahedi said: “Our ambition is to accelerate the digital transformation of the global postal ecosystem through three pillars. The first is modern digital governance that unifies data standards, enables integrated operations, and guarantees privacy protection and cybersecurity. The second is smart infrastructure, leveraging advanced analytics, automation, and artificial intelligence to elevate service quality, reduce costs, and drive innovation. The third is empowering member states through strong partnerships that expand access and deliver inclusive services.”
Al Wahedi added: “Together with member state delegations, partner institutions, and the private sector, we will update exchange rules, remuneration systems and fee mechanisms, enhance the integration of postal financial services, support green energy transition and climate solutions, and strengthen cross-border e-commerce, particularly for SMEs, through more reliable and seamless connections. Our goal is to deliver actionable outcomes that improve customer experience, boost the resilience of postal networks, and transform innovation into a sustainable ecosystem that keeps pace with the evolving needs of individuals and businesses. This will set the Union on a clear path toward a new era of growth and global impact.”

Designed by Emirati artist Yasmin Al Mulla, the official stamp released to mark the UAE’s hosting of the event celebrates art as a universal language of human connection and cultural exchange. Through her creative lens, the design fuses past, present and future to document the UAE’s remarkable journey.

Under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai, attended the launch of the 28th Universal Postal Congress, held under the theme ‘Leading Change, Creating the Future’. Running until 19 September, 2025, the Congress brings together high-level delegations from the 192 member countries of the Universal Postal Union (UPU). The event is co-organised by the UPU and 7X, the UAE’s official representative to the Union.
